The formation of the Capula city council in 1820

Abstract

Under the protection of the Constitution of Cádiz of 1812, the first charter of the Spanish American world, and thanks to the fact that it offered many facilities for the establishment of town councils, based on the mathematical criterion that populations wishing to do so could organize one on their own or together with other communities in the region—so long as they collectively reached a thousand souls—various communities took this step. One of them was Santiago Capula, which elected its first town council in 1820, maintaining its municipal government at least until 1825. This article was constructed based on archival material, where the founding act of the town of Santiago Capula was located. It details how the town council was formed and who its members were.
